Interpretation
The short end of the curve is held down from above by the State Bank of Vietnam cap, so it reflects that cap more than it reflects the supply of and demand for funds. One reading: competition for deposits shows through more clearly from the 6-month term onward. This is an interpretation of the shape of the curve, not enough on its own to conclude anything about any one bank's need for funds.
The curve stops at the 12-month term. A depositor who goes beyond it gives up liquidity for almost no extra yield — a shape that is common when banks have no need to lock up long money at a higher price.

One reading of this gap: state-controlled banks have the branch network and the lower cost of funds, so they do not need to pay up to attract deposits. This is an interpretation, not enough on its own to conclude that the two groups carry the same level of risk.
On a large deposit that gap is an opportunity cost you can measure. But deposit insurance pays out at most VND 125 million per person per bank — anything above that limit is uninsured, at any bank.
